A black chromate-treatment solution for Zn-Ni alloy plated film comprises 1 to 100 g/l of hexavalent chromium, 1 to 100 g/l of hydrochloric acid residues and/or sulfuric acid residues, 1 to 100 g/l of nitric acid residues and 1 to 100 g/l of at least one metal selected from the group consisting of iron, nickel, cobalt and copper. The chromate-treatment solution permits the formation of a uniform black chromate conversion film on a Zn-Ni alloy plated film having an Ni content ranging from 8 to 20% by weight without using any silver ions in a substantial amount and the resulting black film is excellent in corrosion resistance.

A highly corrosion-resistant, highly alkali-resistant, and very paintable chromate film on the surface of a steel substrate coated with Zn-containing metal is formed by coating the substrate with an aqueous chromate bath and drying into place, preferably at a substrate temperature of 60.degree. to 200.degree. C., without a water rinse. The bath contains Cr.sup.6+, Cr.sup.3+, phosphate ions, water-soluble glycol ether (WSGE) and/or poly{vinyl alcohol} (PVA), and optionally silica sol, in amounts giving ratios of Cr.sup.3+ /Cr.sup.6+ =0.25 to 4.0, PO.sub.4 /total Cr=0.1 to 2.5, and (WSGE+PVA)/Cr.sup.6+ =0.1 to 0.5 in the bath.

An aqueous coating composition is applied to the surface to be chromized, which includes at least 10% by weight of chromium, at least 12% by weight alumina, a binder of ammonium alginate or methyl cellulose, and a halide activator, and in which the weight ratio of chromium to water is greater than 0.7. Alternative embodiments involve the application of a halide activator over the top of a previously applied and dried coating that is lacking said halide activator, as well as to the application of multiple layer single component slurry coatings.

Excellent environmental adaptability arises from the material being free from the elution of harmful components such as lead and chromium(VI). The automobile fuel container material includes a steel sheet, 5 to 80 g/m2 zinc plating as a first layer on at least one side of the surface of the steel sheet, 10 g/m2 nickel plating as a second layer, and not more than 5 g/m2 of a post-treatment layer. The post-treatment layer forms by coating partially reduced chromic acid and a reducing organic compound or can be an electrolytic chromate film as a lower layer and a resin as an upper layer.

A chemically stable black chromate solution capable of forming an anticorrosive black chromate film on a Zn-Ni alloy plating is provided, the components being easily soluble in the solution. The black chromate solution comprises 1 to 50 g/l of hexavalent chromium; 1 to 50 g/l of sulfate ion; 0.05 to 1.0 g/l of soluble silver; 0.5 to 100 g/l of a sulfonated carboxylic acid selected from the group consisting of sulfo-aromatic carboxylic acids having 7 to 15 carbon atoms, sulfonated aliphatic dicarboxylic acids having 3 to 10 carbon atoms and salts thereof; and a balance of water, the solution having a pH of 0.5 to 2.5.
