Abstract: In an aspect, while a mobile device is operating in a RRC_Idle State, an RRC_Suspended State, an RLF State and/or an RLF Recovery Procedure State, the mobile device may transmit a connection establishment message to a base station of a plurality of base stations. In an aspect, the connection establishment message includes information that indicates whether the mobile device has information associated with signals transmitted by one or more base stations of the plurality of base stations. The mobile device may initiate transmission of the information associated with the signals to the base station subsequent to establishing a security context for the connection between the mobile device and the base station.

Abstract: Methods, systems, and devices for wireless communication are described. A wireless communications system may establish radio bearers for certain data transmissions between a user equipment (UE) and a base station. A radio bearer may be associated with one or more quality of services (QoS) parameters, such as a bit rate. The base station may indicate to the UE a time window over which to average the bit rate. In some examples, a radio bearer may include multiple data flows. The base station may provide information regarding QoS parameters for each data flow in control signaling, such as a grant.

Abstract: Aspects of the present disclosure relate to methods and apparatus for optimizing real time services (e.g., such as a voice over Long Term Evolution (LTE) (VoLTE)) for devices with limited communications resources, such as machine type communication (MTC) devices and enhanced MTC (eMTC) devices. In one aspect, a UE determines a first configuration of subframes within at least one radio frame available for the UE and other UEs to use for bundled communications with a BS. The UE receives an indication of one or more subframes within the at least one radio frame that are unavailable for bundled uplink transmissions, and determines a second configuration of subframes to use for bundled communications based on the indication. The UE overrides the first configuration of subframes with the second configuration of subframes, and communicates with the BS using the second configuration of subframes. Numerous other aspects are provided.

Abstract: Techniques and apparatus for implementing a radio link control (RLC) layer and/or packet data convergence protocol (PDCP) layer window advance with holes (e.g., one or more missing packets) are provided. One technique includes generating a sequence of packets for transmission to an apparatus. A determination of whether to request the apparatus to at least temporarily ignore missing packets from the sequence is made based on one or more criteria. A message with an indication of the determination is transmitted to the apparatus. The apparatus may receive the sequence of packets, detect missing packets in the sequence, and process the sequence of packets in accordance with the indication in the received message.

Abstract: Capability exchange enhancements include filtering and/or indexing. In some aspects, a user equipment (UE) determines UE capabilities to be reported to a network based on one or more of: one or more enquiries from the network, received system information, a home operator policy, configuration associated with public land mobile network (PLMN) information of one or more networks, a user preference, or a service type. In other aspects, a UE may report a subset of UE capabilities for features used for the connection establishment. Following connection establishment, the UE may use an identifier to communicate a more complete set of modes of operation that the UE is currently capable of performing. Base stations of the network may share the reported subset so that the UE may avoid transmitting the subset to a target base station.

A method is provided for wireless communications. The method generally includes determining one or more blocks of data in a current packet matching one or more blocks of data in one or more portions of one or more previous packets stored in a memory, compressing at least a portion of the current packet based on an enhanced compression format having reduced metadata relative to another compression format to indicate one or more of the matching blocks of data, and transmitting the compressed current packet. Abstract: Aspects of the present disclosure describe transmitting data in wireless communications. A set of packets for transmission in a defined sequence can be received where the set of packets includes two or more packets. It can be detected that a packet, of the set of packets, is a prioritized packet type. The packet can be prioritized for transmission ahead of its order in the defined sequence based on the detection of the prioritized packet type. The packet can be transmitted ahead of its order in the defined sequence to an access point.
