Abstract: Various techniques and approaches described herein may be applied to control congestion at a session management (SM) function (SMF) based on at least one back-off timer maintained at a user equipment (UE). In an aspect of the disclosure, a method, a computer-readable medium, and an apparatus are provided. The apparatus may be a UE. The UE may be configured to establish a protocol data unit (PDU) session with a SMF. The UE may be configured to determine whether a back-off timer associated with the PDU session is terminated. The UE may refrain from sending, to the SMF, data over a control plane associated with the PDU session when the back-off timer is unterminated. The UE may send, to the SMF, the data over the control plane associated with the PDU session when the back-off timer is terminated.

Abstract: Methods, systems, and devices for wireless communications are described. Generally, the described techniques at a network provide for efficiently considering parameters of a network slice when determining whether to provide access to the network slice, allow the establishment of a session via the network slice, or grant access to resources for communications via the network slice. Further, the described techniques at a user equipment (UE) provide for efficiently determining when or whether to retry to access a network slice, retry to establish a session via the network slice, or retry to access resources for communicating via the network slice.

Abstract: Aspects relate to delay management techniques to handle delays introduced by high latency links in non-terrestrial networks for non-access stratum (NAS) mobility management and session management procedures. The NAS timers within the user equipment (UE) and core network utilized for mobility management and session management procedures may be configured with different durations, such as a normal duration, an extended duration, or a reduced duration, based on whether the UE is connected to a terrestrial or non-terrestrial radio access network (RAN), one or more capabilities of the UE, and/or the various RAN types (e.g., terrestrial or non-terrestrial) within a registration area that the UE is located in.
