    Abstract: Improvements may be made for an apparatus performing congestion control considering different technologies, types of radio resources, and priorities of different packets. The apparatus may be a UE. The UE determines a channel busy ratio (CBR). The UE determines one or more channel resource utilization limits based on the CBR, where each channel resource utilization limit of the one or more channel resource utilization limits corresponds to a respective packet priority. The one or more channel resource utilization limits are also a function of a CBR limit. The UE controls transmission of a plurality of packets based on the one or more channel resource utilization limits, and each packet of the plurality of packets has a respective packet priority.

The apparatus may determine a total energy that corresponds to the received signal, such as by measuring the energy on one or more resources. The apparatus may determine a fractional energy associated with a first technology of the total energy, such as by detecting a sequence associated with a first technology included in the received signal and determining the energy with which the detected sequence is received.     Abstract: An effective way for the cellular device-to-device communication and the short range communication to share a set of channels for communication is desired. The apparatus may be a user equipment (UE). The apparatus determines a priority level of each channel of a plurality of channels. The apparatus determines whether a first channel of the plurality of channels, the first channel having a highest priority level, is occupied by short range wireless communication. If the first channel is occupied by the short range wireless communication, the apparatus determines availability of one or more remaining channels of the plurality of channels for a cellular device-to-device (D2D) communication, where the one or more remaining channels are different from the first channel.
