Abstract: Enhanced inter-RAT and measurement gap operations are disclosed. In one aspect, a device may generate a customized measurement gap for monitoring control signals of another network for inter-RAT procedures. In another aspect, a device may modify, such as extend or shift, a network measurement gap to generate a modified measurement gap for monitoring control signals of another network for inter-RAT procedures. The device may modify the network measurement gap to align the network's measurement gap, such as LTE measurement gap, with a measurement window of another network, such as an SMTC window of a 5G network. Other aspects and features are also claimed and described.

Abstract: A user equipment (UE) expedites cell reselection. In one instance, the UE starts a reselection timer for reselecting to a neighbor cell when a signal quality of a serving cell is determined to fall below a first threshold. The UE then expedites reselecting to the neighbor cell based on a difference between the signal quality of the serving cell and the signal quality of the neighbor cell when the signal quality of the serving cell falls below a second threshold.

Abstract: Methods, systems, and devices for wireless communication are described. A network node may transmit a first message using a first transmit power based on a first set of values corresponding to a set of power control parameters. The set of power control parameters may include an accumulated transmit power control parameter. The network node may receive a second message including information indicative of at least one of a second set of values corresponding to the set of power control parameters. The network node may transmit a third message using a second transmit power based on a value corresponding to the accumulated transmit power control parameter. The value may correspond to the accumulated transmit power control parameter, which may be based on a first difference between one or more of the first set of values from before the second message and one or more of the second set of values.

A user equipment (UE) may communicate with a base station according to a first radio access technology (RAT) in a first frequency range. The UE may perform measurements on a set of candidate cells of a second RAT or a second frequency range based on a determination for the UE to operate according to the second RAT or the second frequency range. The UE may perform a mobility procedure to establish a connection with a first cell of the set of candidate cells based on a determination that a first value of a first measurement parameter for the first cell satisfies a first threshold, and further based on a comparison of a different, second value of a second measurement parameter for the first cell to a second threshold.

In one instance, the UE measures a signal quality of a serving cell and a signal quality of the neighbor cell. The UE starts a reselection timer for reselecting the neighbor cell based on the measured signal quality of the serving cell and the measured signal quality of the neighbor cell. The UE reselects the neighbor cell prior to a scheduled expiration of the reselection timer.
