An input device for use in input of data to a document screen displayed on a touch panel of a terminal device according to the present disclosure detects a touch operation performed on the touch panel in a detection unit. When the touch operation is detected, the input device transmits device information including at least a device ID of the input device to the terminal device.

In an embodiment of the present invention, region definition data, which defines a touch region, is stored such that the touch region is associated with a display region that is displayed, as an input item to which a touch input can be made, on a display unit, the touch region being a region in which it is recognized that a touch input is made to the input item, the touch region is dynamically changed in accordance with a priority of the input item, control is performed such that at least the input item is displayed on the display unit and a touch input is made to the input item via a touch input unit by a user, and, when a position to which a touch input is made is within the changed touch region, it is determined that an input is made to the input item.

There is provided a document creation system comprising a document creation device and a document browsing device, wherein the document creation device has a functional layer storage that stores functional layers which are to be superposed on an image, which are transparent at least partially, and whose functions are defined in predetermined regions of the layers, a selection section that selects the functional layer to be applied, from among the functional layers stored in the functional layer storage, and a synthesis section that superposes the functional layer selected by the selection section onto the image, and wherein the document browsing device performs display processing, input acceptance processing, or output processing on the image onto which the functional layer is superposed by the synthesis section in accordance with the superposed functional layer.
