The conducting material composition includes carbon nanotube; and a dispersing agent including a plurality of polyaromatic hydrocarbon oxides, in which the dispersing agent contains the polyaromatic hydrocarbon oxides having a molecular weight of 300 to 1000 in an amount of 60% by weight or more.
