    Abstract: This application discloses a pathloss reference signal determining method and a related apparatus, and relates to the field of communication technologies. The method includes: A terminal device receives activation information sent by a network device, where the activation information indicates that a first cell is activated, and the first cell is a cell having a data receiving capability of an uplink channel; and the terminal device determines a target reference signal as a pathloss reference signal, where the target reference signal includes a reference signal used to reflect a downlink pathloss status corresponding to the terminal device, and the pathloss reference signal is used to determine an uplink transmit power of the uplink channel. In this method, a downlink pathloss can be accurately calculated, to improve accuracy and efficiency of determining an uplink transmit power of an uplink channel, and eliminate an additional activation delay.
