    Abstract: A system for deflecting an optical beam is provided. The system includes a first substrate, a first metasurface fabricated on a surface of the first substrate, a second substrate substantially parallel with the first substrate, a second metasurface fabricated on a surface of the second substrate, and an actuator configured to translate one of the first substrate and the second substrate relative to the other of the first substrate and the second substrate by a first translation distance in a first direction parallel to the surface of the first substrate and the surface of the second substrate. The first translation distance corresponds to a first target deflection angle of the optical beam.
