A pulley is secured in rotation with the outer rings of the two rolling bearings and provided with an outer radial surface for engaging with one of a chain or a belt. The pulley device also includes a feature for exerting an axial load parallel to the shared central axis onto the outer rings. The axial load urges the outer rings one toward the other, or opposite one another.
