According to an embodiment, a timer is provided in the PDCP transmitting entity and is started when it is determined that a packet loss may occur. The transmitting window can be moved when the timer expires, regardless of whether a PDCP PDU corresponding to a lower limit of the transmitting window has been acknowledged to be successfully transmitted or not. According to a further embodiment, a PDCP receiving entity maintains a receiving window and a t-Reordering timer is used to assist the PDCP transmitting entity to move the transmitting window. In this way, even if a packet loss occurs over the Xn interface, the transmitting window can be moved to continue transmitting subsequent PDCP PDUs.
