    摘要: Packets are transmitted from an apparatus to another apparatus via a plurality of carrier waves. The apparatus calculates, for each of the plurality of carrier waves, a tolerance parameter indicating a tolerable margin of the current line-quality value for causing a change of a modulation method to be used, based on a line-quality value received from the another apparatus, and allocates packets to the plurality of carrier waves based on a service-quality level assigned to each of the packets and the tolerance parameter calculated for each of the plurality of carrier waves, such that a first packet having the service-quality level equal to or higher than a second packet is allocated, on a priority basis, to a first carrier wave having the tolerance parameter equal to or larger than a second carrier wave to which the second packet is allocated.

The base station includes a monitoring unit that monitors an address for data communication with the mobile communication network and assigned to a mobile terminal in the communication area; a storage unit that stores combination information indicating a combination of the address monitored and identification information of the mobile terminal; a receiving unit that receives, from a communication terminal in the local network, data having the identification information; a comparing unit that compares the combination information with a combination of a destination address of the data and the identification information in the data; and a transmitting unit that transmits the data to the mobile terminal if the combination and the combination information coincide, and performs error processing if the combination and the combination information do not coincide.

When receiving data, the unit receives pieces of segment data from the respective transmission paths, combines them together, de-interleaves them and receives data by decoding it. When dividing into segment data, it allocates segment data with larger amount of data to a transmission path with a high transmission quality, and that with smaller amount of data to a transmission path with a low transmission quality, in accordance with the transmission quality.

The device changes the transfer rate in the first control channel while maintaining the total frequency band for plural control channels related to plural mobile terminals at a constant value.
