A method and apparatus for transmitting an indication in a wireless communication system is provided. A user equipment (UE) receives information on a configuration of a second cell from a first cell, performs a synchronization procedure with the second cell, and after the synchronization procedure is successfully performed, transmitting an indication, which indicates that the second cell is successfully configured, to the first cell. Accordingly, a radio resource control (RRC) connection reconfiguration complete message is transmitted after the synchronization procedure.

A method for processing a signal at a user equipment in a wireless communication system is disclosed. The method includes steps of constructing a PHR (Power Headroom Report) MAC (Medium Access Control) control element for at least one cell; reconstructing the PHR MAC control element by replacing information on the transmission power of the at least one cell with padding bits, if an indication indicating that a transmission of the at least one cell does not occur is received from a network; and transmitting the PHR MAC control element to the network.

A method of processing Long Term Evolution (LTE) Multimedia Broadcast Multicast Service (MBMS) messages by a user equipment (UE) in a wireless communication system. The method according to one embodiment includes receiving a first LTE MBMS message comprising information on one or more MBMS services from a network; and transmitting a second LTE MBMS message indicating a specific Multimedia Broadcast multicast service Single Frequency Network (MBSFN) area of an MBSFN area list and a specific MBMS service to the network after receiving the first LTE MBMS message, the UE receiving or being interested to receive the specific MBMS service of the one or more MBMS services. The MBSFN area list is included in system information.

A user equipment (UE) in a wireless communication system is described. The UE includes a receiver, a processor and a transmitter. The receiver is configured to receive a multimedia broadcast multicast service (MBMS) counting request message through a first cell of a network. The processor is configured to determine whether or not to transmit a MBMS counting response message in response to the MBMS counting request message. The transmitter is configured to transmit the MBMS counting response message if it is determined to transmit the MBMS counting response message. The processor is further configured to determine to transmit the MBMS counting response message if a registered-public land mobile network (R-PLMN) identity is included in system information broadcast by the network.

The present invention relates to a method of transmitting a Power Headroom Report (PHR) related to a non-serving cell in a wireless communication system. In particular, the method includes the steps of: based on a PHR triggering condition being met, determining power headroom information of the plurality of cells; generating a PHR medium access control (MAC) control element (CE) including the power headroom information; and transmitting the PHR MAC CE to a network, wherein a first cell of the plurality of cells is associated with a second cell of the plurality of cells, wherein, based on there being no transmission through the first cell when the power headroom information for the first cell is determined, the PHR MAC CE includes power headroom information for the second cell and further includes a first logical channel identifier (LCID) indicating that the PHR MAC CE includes only the power headroom information for the second cell.

The present disclosure relates to a method of transmitting a random access preamble by a user equipment (UE) in a wireless communication system. Especially, the method includes the steps of receiving multiple synchronization signal blocks (SSBs) from a network, wherein the multiple SSBs comprise one or more SSBs associated with Msg3 physical uplink shared channel (PUSCH) repetition; based on reception powers of all of SSBs being less than a first threshold, selecting one SSB among the one or more SSBs associated with Msg3 PUSCH repetition; based on reception power of any one of SSBs being equal to or greater than the first threshold, selecting any SSB not associated with Msg3 PUSCH repetition among the multiple SSBs; and transmitting the random access preamble based on a random access resource related to the selected SSB.

The present disclosure relates to a method of performing data transmissions in a Radio Resource Control (RRC) INACTIVE state by a user equipment (UE) in a wireless communication system. Especially, the method includes the steps of performing a Short Data Transmission (SDT) procedure for transmitting a data unit in the RRC INACTIVE state; based on a failure of the SDT procedure being detected, determining whether a radio bearer (RB) of at least one logical channel related to the data unit is Acknowledged Mode (AM) RB or not; based on the RB not being the AM RB, discarding the data unit; and based on the RB being the AM RB, transmitting a RRC message to the network for requesting RRC connection resumption and performing the retransmission of the data unit in a RRC CONNECTED state.
