Abstract: A method includes: sending, by a first network device, a first configuration message to a terminal device, where the first configuration message is used to instruct the terminal device to configure a second ciphering/deciphering function associated with a second network device and share a first data packet numbering/reordering function, and the terminal device is configured with the first data packet numbering/reordering function and a first ciphering/deciphering function associated with the first network device; and receiving, by the first network device, a first configuration complete message sent by the terminal device. In this embodiment, the first configuration message is used so that the terminal device may configure the function associated with the second network device. Therefore, during handover, the terminal device may simultaneously perform data transmission with the second network device and the first network device, to reduce or avoid a service interruption time caused by handover.

Abstract: A user equipment obtains configuration information used to detect a received signal strength indicator (RSSI) value of a signal on an unlicensed frequency, samples the signal on the unlicensed frequency at a sampling interval included in the configuration information to obtain RSSI values of the signal on the unlicensed frequency sampled at sampling moments. The user equipment determines statistics on the RSSI values of the signal on the unlicensed frequency within a statistical window, obtains an RSSI value statistical result of the signal on the unlicensed frequency based on the statistics, and reports the RSSI value statistical result to a base station.

Abstract: The present invention provides an uplink reference signal sending method, and the method includes: sending, by a terminal device, an uplink reference signal on N1 second component carriers within a determined uplink reference signal sending time, and prohibiting, on M1 first component carriers in M first component carriers within the sending time, the terminal device from sending an uplink signal, where the first component carriers are carriers on which scheduling of uplink data transmission is allowed, and the second component carriers are carriers on which scheduling of uplink data transmission is prohibited. N1=M1, in other words, within the sending time, a quantity N1 of second component carriers on which the uplink reference signal is sent is less than or equal to a quantity M1 of first component carriers on which sending of the uplink signal is prohibited.

Abstract: A measurement configuration method and an apparatus are provided. The method includes: A network device sends first information to a terminal device. The first information includes configuration information of an SCC. The network device sends second information to the terminal device. The second information includes configuration information of a first measurement window, and the second information is used to enable the terminal device to switch, when supporting CA, from performing cell measurement in a measurement window-free measurement manner to performing cell measurement by using the first measurement window. A carrier included in the CA includes the SCC configured based on the first information. According to the foregoing method, after the network device configures the SCC, the terminal device may switch, based on the second information, from performing cell measurement in the measurement window-free measurement manner to performing cell measurement by using the first measurement window.

Abstract: This application provides a communication method and a communications apparatus. A terminal in an inactive state receives a paging message, and content in the paging message is determined. When the content includes a first identity of the terminal, the terminal sends a first request message to a first access network device, where the first request message carries a non-access stratum (NAS) identifier of the terminal. When the content includes a second identity of the terminal and an identity of an anchor access network device, the terminal sends a second request message to the first access network device. Abstract: A communication device receives a parallel hybrid automatic repeat request (HARQ) communication instruction, where the parallel HARQ communication instruction is used to instruct the communication device to send or receive data in a parallel HARQ manner, where the sending data in a parallel HARQ manner by the communication device is sending, by the communication device, at least one data packet with same content within a transmission time interval; and the receiving data in a parallel HARQ manner by the communication device is receiving at least one data packet with same content within a transmission time interval, and performing combined decoding on the received at least one data packet with same content; and the communication device sends or receives the data in the parallel HARQ manner according to the parallel HARQ communication instruction. According to the present invention, a delay of data transmission can be reduced.
