    Abstract: A serving cell performs a connection establishment procedure with terminal equipment, stores the connection configuration information of the terminal equipment, and maintains the connection configuration information of the terminal equipment transited to an idle state depending on a set information maintaining condition. Further, the serving cell provides a service to the terminal equipment using the connection configuration information of the terminal equipment without the connection establishment procedure when the terminal equipment in the idle state tries a re-access.
