In some aspects, a user equipment (UE) may receive a physical downlink control channel (PDCCH) order that indicates to perform a random access channel (RACH) procedure that is associated with a candidate cell and is not associated with a configured random access response (RAR), the PDCCH order indicating a retransmission state associated with a physical random access channel (PRACH) message that is associated with the candidate cell.
