    Abstract: An example method of processing video data includes parsing at least one of a first flag of the video data, in a picture header, indicative of whether a set of inter slice syntax elements are included in the picture header, and a second flag of the video data, in the picture header, indicative of whether a set of intra slice syntax elements are included in the picture header, selectively parsing at least one of the set of inter slice syntax elements, in the picture header, based on the first flag and the set of intra slice syntax elements, in the picture header, based on the second flag, and reconstructing the picture based on at least one of the set of inter slice syntax elements and the set of intra slice syntax elements.

    Abstract: An example device includes a memory and one or more processors implemented in circuitry and communicatively coupled to the memory. The one or more processors are configured to determine a value of a first syntax element indicative of a number of subpictures in a picture of video data. The one or more processors are configured to determine, for each subpicture among the subpictures in the picture, a value of a respective second syntax element indicative of an identification of a respective subpicture. The one or more processors are also configured to code the respective subpicture identified by the respective second syntax element.

    Abstract: A video coder may code a block of video data using an intra prediction mode determined from a most probable mode list. The video coder may construct a general most probable mode list containing N entries, wherein the N entries of the general most probable mode list are intra prediction modes, and wherein a planar mode is an ordinal first entry in the general most probable mode list, construct a primary most probable mode list from a first Np entries in the general most probable mode list, where Np is less than N, and construct a secondary most probable mode list from a remaining (N−Np) entries in the general most probable mode list. The video coder may then determine a current intra prediction mode for a current block of video data using the primary most probable mode list or the secondary most probable mode list.

    Abstract: A video decoder can be configured to determine that a first subpicture of a current picture has associated scaling parameters; receive the associated scaling parameters for the first subpicture of the current picture in response to determining that the first subpicture of the current picture has the associated scaling parameters; determine motion information, for a block of the first subpicture of the current picture, that identifies a subpicture of a reference picture; locate a prediction block for the block of the first subpicture of the current picture in the subpicture of the reference picture; and scale the prediction block based on the associated scaling parameters for the first subpicture of the current picture.
