Abstract: Communication methods and an apparatus are provided. The method includes: After receiving a registration request sent by a terminal device, an AMF sends first information to a UDM network element, where the first information includes NSSAI requested by the terminal device, S-NSSAI in a home domain corresponding to the NSSAI requested by the terminal device, or subscribed S-NSSAI of the terminal device. The AMF receives SoR information of the terminal device from the UDM, where the SoR information includes information about each preferred PLMN of the terminal device. The AMF sends the SoR information to the terminal device. Based on this solution, when determining the SoR information of the terminal device, the UDM may determine each preferred PLMN of the terminal device based on a network slice expected (requested) by the terminal device.

When the first PCC rule includes a reflective quality of service control RQC indication, the session management network element generates, according to the first PCC rule, a first uplink PDR that corresponds to the first service. The session management network element sends, to a user plane network element, the first uplink PDR that corresponds to the first service.

Abstract: A paging method and apparatus are provided to simplify a prior-art paging process. The method includes: receiving, by an access device, downlink data, where the downlink data includes a first identifier of a terminal; determining a paging identifier based on the first identifier; and sending, by the access device, a paging message to the terminal, where the paging message carries the paging identifier. After the access device receives the downlink data, the access device can initiate the paging process without using a control plane network element device. The advantages of the innovative paging methods disclosed herein include reduced signaling, shortened signaling transmission, and simplified paging process.
