    Abstract: An apparatus for wireless communication based on sidelink accumulates a value, e.g., a token value, based on an accumulation rate of a transmit beam. When the apparatus has a packet for transmission over sidelink, the apparatus determines whether to transmit the packet over the sidelink based on a current accumulation of the value. The accumulation may be based on any of a CBR, a CR, and/or a feedback rate. A base station may measure interference on an access link of the base station and transmit a side link parameter that controls accumulation of a value at a transmitting device for the transmission of sidelink communication based on the measured interference.

    Abstract: Certain aspects of the present disclosure provide techniques for configuring reference signals. A method that may be performed by a user equipment (UE) includes receiving a control message indicating a first quasi co-location (QCL) for an aperiodic-tracking reference signal (A-TRS), the A-TRS being associated with a periodic-tracking reference signal (P-TRS), determining a second QCL for the P-TRS based on the first QCL for the A-TRS, setting a receive beam for reception of the P-TRS based on the second QCL of the P-TRS, and decoding one or more frames based on channel statistics estimated via the P-TRS received via the receive beam.

The apparatus can receive a first signal from a second node of one or more additional nodes, the first signal including at least one first timing reference. The apparatus can also determine a second timing reference quality of a second timing reference.     Abstract: The present disclosure provides signaling for multi-panel user equipment (MPUE) activation. The MPUE may have at least an active first panel and an inactive second panel. The MPUE may determine to activate the second panel. The MPUE may activate the second panel in response to the determination. The MPUE may transmit, from the active first panel to a base station, a status indicating that the second panel is active. The MPUE may transmit, after an activation time, an uplink transmission from the second panel to the base station.
