In some aspects, a user equipment (UE) may receive a notification of a change to multicast broadcast (MB) control information associated with at least one MB service to which the UE is subscribed, the MB control information being included in an MB control channel (MBCCH) scheduled by a physical downlink control channel (PDCCH) communication addressed to an MB radio network temporary identifier (MB-RNTI); and monitor one or more resources of the MBCCH to receive updated MB control information based at least in part on receiving the notification of the change to the MB control information. The message may include a cyclic redundancy check (CRC) scrambled with a group identifier for the group comprising the plurality of UEs. The message may include an indication of a UE identifier for the first UE within the group. The message may include a DMRS, where the indication of the UE identifier is represented by a sequence of the DMRS.

Abstract: Aspects encompassing public land mobile network (PLMN) configurations are disclosed. In one example, first and second PLMN configurations are determined, and a parameter having a common identifier between a hybrid PLMN and a PLMN from a different PLMN configuration is identified, such that the hybrid PLMN may connect with a first or second core network type. Inclusion of the common identifier is limited to either the first or second PLMN configuration via an index, and the first and second PLMN configurations are transmitted. In another example, first and second PLMN configurations are received, and a hybrid PLMN in one of the two PLMN configurations is selected. A determination is made whether to use the hybrid PLMN to connect with a first or second core network type. Whether a hybrid PLMN parameter was ascertained via the first or second PLMN configuration is reported. Other aspects, embodiments, and features are also included.

Abstract: Various features presented herein facilitate early data transmission (EDT) in eMTC and NB-IoT. In certain aspects, a UE (e.g., an eMTC and/or NB-IoT type device), may receive an indication in a SIB from a base station that may enable EDT by the UE. The UE may transmit a random access request based on the SIB. The UE may further receive an MCS index in an RAR, and transmit a connection request (e.g., Msg3) to the base station based on the MCS index and the indication in the SIB. Some aspects described herein relate to an improved rate matching technique. In certain aspects, a UE may be configured to transmit a connection request message to a base station based on at least one of an increased number of RVs than a number of RVs for other transmissions from the UE or rate matching performed across more than one subframe.

The method may include sending, by the UE to the base station, second UE capability information in response to a second trigger. The second UE capability information may be different from the first UE capability information.

Abstract: Certain aspects of the present disclosure relate to techniques for secondary cell (SCell) configuration signaling and activation procedures. For example, certain aspects provide a method for activating at a user equipment one or more secondary cells of a target base station. The method includes transmitting a measurement report for the one or more secondary cells. The method includes receiving secondary cell activation information for the user equipment from the target base station prior to completion of connection of the user equipment to the target base station, wherein the secondary cell activation information indicates the one or more secondary cells. The method includes activating the one or more secondary cells at the user equipment after completion of connection to the target base station.

Abstract: Methods, systems, and devices for wireless communications are described. Techniques described herein provide assisted access to a serving cell for wireless communications. A UE may receive a broadcast system information message from the first cell. The broadcast system information message may include system information usable for communicating with the second cell. Using the received system information, the UE may transmit, to the first cell, a random access channel (RACH) preamble message in order to establish a connection with the second cell. The first cell may transmit, to the second cell in response to receiving the RACH preamble message, a wake-up signal.

Abstract: Methods, systems, and devices for wireless communications are described. A user equipment (UE) may determine that it is communicating with a particular type of cell (e.g., an air to ground (ATG) cell), and may utilize a timing advance (TA) report format corresponding to the determined cell type. The TA report for an ATG cell may use all 16 bits of a TA report to indicate a TA value according to a small time unit. The TA report for an ATG cell may utilize a subset of bits to indicate a symbol-level TA, and the remainder of bits in the TA report may be unused. The TA report for an ATG cell may be a single octet TA report, including reserved bits and a bit that indicates a format for the TA report, and the TA value. The TA report may include reserved bits and the TA value.

The network node may receive a second communication intended for the destination node via the network interface link. The network node may transmit, after transmitting the first communication via the first network interface link, the second communication to a second DU via a second network interface link.
