A location information reporting method includes: a first base station receives a first message from a core network device, where the first message includes first instruction information used to instruct to obtain location information of a terminal device, and the first base station and the core network device have a control plane connection established for the terminal device; and the first base station sends a second message to a second base station, where the second message includes second instruction information, the second instruction information is used to instruct to obtain the location information of the terminal device, and the second base station is configured to provide a service for the terminal device at a current moment.

In an implementation, a method comprises: sending, by a centralized unit user plane (CU-UP) of an access network to a centralized unit control plane (CU-CP) of the access network, an interface setup request message to request to setup an E1 interface, the interface setup request message comprises an identity of a public land mobile network (PLMN) served by the CU-UP and a network slice identifier corresponding to the public land mobile network, wherein the network slice identifier identifies single network slice selection assistance information (S-NSSAI) or an S-NSSAI list; and sending, by the CU-CP, an interface setup response message to the CU-UP after receiving the interface setup request message.

The method includes: receiving, by a first base station, a first request sent by a terminal, where the first request is used to request an RRC connection from the first base station; sending, by the first base station, a handover request to a second base station when the first base station does not support a network slice to which the terminal belongs, where the second base station supports the network slice to which the terminal belongs; and receiving, by the first base station, a handover request response from the second base station, and sending a first request response to the terminal, where the first request response includes configuration information of the second base station.

Embodiments can provide an inter-cell handover method and a controller to shorten a handover delay. For achieving such, a target cell can be determined by a first controller of a source cell. The first controller can send a pre-handover request to a second controller, which may be a controller of the target cell. The pre-handover request can be configured for instructing the second controller to allocate a first resource for a cell handover to a terminal device. The first controller can send a handover command to the terminal device when the first controller determines that the terminal device meets a handover condition. The handover command can be configured for instructing the terminal device to be handed over from the source cell to the target cell based on the first resource.

One example communication method includes determining to deactivate or activate a first synchronization signal and physical broadcast channel block (SSB), and sending a first request message to a second network device. The disclosure provides data transmission methods and apparatuses. One example method includes when the terminal device needs to perform the cross-network movement, the terminal device sends a message to a network element of a network accessed by the terminal device, to notify that the terminal device is to perform the cross-network movement from a source network to a target network. Therefore, during the movement of the terminal device, a network side pauses transmission of user plane data of the terminal device, and buffers data that is not sent before the terminal device performs the cross-network movement. After accessing the target network, the network side sends the buffered data to the terminal device.
