In communication, the network and the mobile station mutually notify encipherment-onset time and negotiate about encipherment manner with each other. In addition, diversity handover is commenced upon a call attempt. Furthermore, if a branch replacement is necessary, the current branch is replaced by new branches capable of executing the diversity handover. Additionally, when a new call occurs to or from the mobile station capable of treating a plurality of calls simultaneously, the mobile station uses the same branch structure and the same communication frequency band for all of calls. Disclosed is a mobile communication system including a network constituted of at least one switching center and a plurality of base stations, and a mobile station which communicates with the base stations simultaneously. The system permits varying transmission delay between the switching center and the base stations according to the type of services available to the mobile station. The object of the present invention is to propose a communication which permits varying transmission delay according to the type of service currently employed, and to promptly recover a synchronization state even if an out-of-sync state happens. To attain the object, a memory means (mobile switching center processor 32) stores transmission delay characteristics corresponding to services which are available to the mobile station. Furthermore, a communication timing setting means (diversity handover trunk 34) determines the timing of communication for the base stations according to the transmission delay characteristic selected according to the service.

The mobile station inserts a plurality of addition branch candidates and deletion branch candidates, that is, all the DHO candidates into one handover trigger signal, and notifies the network. The addition branch candidates are put into addition information parameters in the handover trigger signal, and the deletion branch candidates are put into deletion information parameters. To simplify processing on the network side, the network side separates the addition branch candidates from the deletion branch candidates, and carries out sequential processing of them independently.

A short cell multiplexing is provided for chiefly transmitting data shorter than the payload of a standard ATM cell (basically the data of less than 48 bytes, but the data more than 48 bytes can be allowed). A standard ATM cell assembler 1 converts various forms of input information into short cells, places the short cells in standard ATM cells efficiently considering their information length, and output them to a B/ISDN network 7. The standard ATM cell disassembler 2 disassembles the standard ATM cells, which are assembled by the standard ATM cell assembler 1 and is input through the B-ISDN network 7, into short cells, converts the short cells into those with the original input information forms, and outputs them to channels. The configuration makes it possible for the short cell ATM cell multiplexing to improve channel efficiency with small delay, and matching to the standard ATM system.

Control of a packet communications network in a fixed network used by a mobile communications network is performed. (1) A communication hold mode is set for a user when the traffic volume of the user's transmission or reception of a packet per fixed time period is less than a predetermined value. The communication hold mode is defined as “although the network resources are released once, a mobile station and a gateway center at an interface with an external network behave to the user side and the external side as though the communication hold mode were maintained”. (2) When the user in the communication hold mode restarts the transmission of a packet, the mobile station automatically carries out a recall processing without the intervention of the user, and re-establishes the communication up to the gateway carrier. (3) When the gateway center restarts receiving a packet to the user in the communication hold mode, the gateway center carries out the incoming recall processing without the intervention of the external network, and re-establishes the communication all the way to the mobile station. (4) To accomplish the incoming recall processing, the mobile station makes a location registration when it roams across location registration areas after a transition into the communication hold mode.
