Abstract: Embodiments of the present disclosure provide: dividing, by a base station, a frequency band of a cell into N frequency ranges, where the N frequency ranges include a common frequency range and a dedicated frequency range; sending, by the base station, information about the N frequency ranges and random access resource information of the cell to a UE; mapping, by the base station, a service bearer DRB of the UE into at least one frequency range of the N frequency ranges; and transmitting, by using a radio interface technology supported by the specified frequency range into which the DRB is mapped, a service carried on the DRB with the UE. A method for using a radio interface technology includes: using, by UE, a common frequency range, and optionally, using, by the UE, a dedicated frequency range to perform wireless network access.

Abstract: The present invention discloses a base station, a terminal, and a handover method. The handover method includes: sending an indication message by a base station, wherein the indication message is used to instruct the terminal to further establish a connection to the base station through a second channel in a case in which the terminal maintains a connection to the base station through a first channel; receiving an access message by the base station through the first channel, wherein the access message indicates that the terminal has established the connection to the base station through the second channel; sending a handover command by the base station, wherein the handover command instructs the terminal to switch the communication with the base station from the first channel to the second channel; and switching, by the base station, communication with the terminal from the first channel to the second channel.

Abstract: Embodiments of the present invention provide a random access method which includes: obtaining, by a user equipment, first information, where the first information indicates that a subframe of a physical random access channel (PRACH) resource is a subframe available for use after a licensed-assisted access (LAA) cell successfully preempts a channel, and the PRACH resource is allocated by a first base station serving the LAA cell for user equipments to access the LAA cell in a random access procedure; receiving, by the user equipment, a first indication sent by the first base station, where the first indication indicates that the LAA cell has successfully preempted a channel; and initiating, by the user equipment, the random access procedure according to the first information after receiving the first indication.

The second TA option indicates indirect initial GF UL data transmissions with the UE initiating TA reference signaling for updating a TA parameter of the UE. The UE performs an initial GF UL data transmission to the base station based on the TA instruction.

Abstract: Embodiments of the present invention provide a method and a device for obtaining a secondary timing advance. The method includes: after a secondary cell activation command is received or after a secondary cell is activated, if a secondary time alignment timer TAT of the secondary cell does not run, initiating, by a terminal, a random access procedure; and obtaining, by the terminal, the secondary TA according to a TA received in the random access procedure. With the method and the device for obtaining a timing advance according to embodiments of the present invention, a terminal initiates a random access procedure to obtain a secondary timing advance after the terminal receives a secondary cell activation command sent by a base station or after a secondary cell is activated, thereby saving signaling overhead and system resources.

Abstract: A notification regarding a transition of a User Equipment (UE) from a standby operating mode to an active operating mode is exchanged between a UE and a network element in a communication network. The notification could be an uplink notification that is transmitted by the UE to the network element in response to an operating mode transition criterion for the UE being met at the UE, or a downlink notification that is transmitted by the network element to the UE in response to an operating mode transition criterion for the UE being met at the network element. The UE transitions from the standby operating mode to the active operating mode in response to the operating mode transition criterion being satisfied. The transmitter of the notification, which could be the UE or the network element, could also perform grant-free transmission of data without first receiving a response to the notification.

Abstract: Embodiments of the present invention provide a method for ensuring uplink quality of service, a base station and a user equipment. The method for ensuring the uplink quality of service includes: receiving a downlink service data flow, where the downlink service data flow carries an uplink transmission control identifier; and controlling, based on the uplink transmission control identifier, a transmission of a service type's uplink data for which an uplink transmission control needs to be performed in an uplink radio bearer, so as to reduce a transmission rate of the service type's uplink data. Through the technical solution provided by embodiments of the present invention, data is recognized in a dedicated radio bearer and controlled when a centralized scheduling is adopted for uplink resources, thereby ensuring the uplink quality of service.
