    Abstract: Methods and apparatus are provided for inter-RAT bearer change for the 3GPP network. In one novel aspect, a bearer termination procedure is performed upon detecting one or more triggering events for the inter-RAT bearer modification. In one embodiment, the UE established the 4G EPS bearer. The UE successfully performs a bearer change from 4G to 3G. Subsequently, the UE detects missing mandatory parameters during inter-RAT bearer change from 3G to 2G in an idle state. The UE performs bearer termination by releasing the PDP context. In one embodiment, the PDP context is locally released. In other embodiments, the UE explicitly releases bearer using the PDP context deactivation procedure. The locally released procedure can be triggered by the UE, or by the network, or by both the UE and the network. The explicitly PDP context release procedure can be triggered by the UE, or by the network, or by both the UE and the network.

    Abstract: Methods and apparatus are provided for a voice over LTE system to shorten the call set up time. In one novel aspect, the mobile origination (MO) UE starts the UE-initiated dedicated resource allocation before receiving any responses from the remote UE. In another embodiment, the mobile termination (MT) UE starts the UE-initiated dedicated resource allocation upon receiving the INVITE from the remote UE. In one embodiment, the UE adjusts the timeout value based on the PLMN information in its PLMN database. The timeout value can be set to be zero if early reservation is allowed. Upon timer expires, the UE starts UE-initiated dedicated resource allocation. In one novel aspect, the MO UE retrieves the codec information of a remote UE from its peer profile information database and uses a matching codec in its INVITE message. In another embodiment, the MT MO includes the SDP answer in its 180 RINGING message.

    Abstract: A method of enhanced error handling for 5G QoS operations is proposed. A PDU session defines the association between the UE and the data network that provides a PDU connectivity service. Each PDU session is identified by a PDU session ID, and may include multiple QoS flows and QoS rules. Within a PDU session, there should be one and only one default QoS rule. The default QoS rule indication (DQR) and the QoS flow identifier (QFI) of a signaled QoS rule should not be changed. Two new 5G session management (5GSM) causes are defined: a semantic error in the QoS operation (cause value #83) and a syntactic error (cause value #84) in the QoS operation. The UE should check the QoS rule provided in a PDU session modification command message for different types of QoS rule errors.

    Abstract: A method of handling multi-access (MA) Protocol data unit (PDU) session handover is proposed. A UE and network can support Access Traffic Steering Switching and Splitting (ATSSS) functionalities to distribute traffic over 3GPP access and non-3GPP access for the established MA PDU session. An ATSSS-Supported UE first establishes a MA PDU Session on both 3GPP and non-3GPP access in a currently registered PLMN which is an ATSSS-Supported network. The UE then moves from the ATSSS-Supported network to an ATSSS-not-Supported network and finally reaches another ATSSS-Supported network. In one novel aspect, a solution is provided on how to handle the ongoing MA PDU Session with two accesses under handover scenarios between ATSSS-Supported and ATSSS-not-Supported networks. Furthermore, if the ongoing MA PDU Session cannot handover, a solution is provided on how to handle the MA PDU Session.

The apparatus may skip the RSD in an event that the DNN or APN is the LADN DNN or APN.
