Abstract: This document describes methods and devices for a handover of a user equipment (110) from source base station (a Fifth Generation (5G) New Radio (NR) base station (121)) to a target base station (another 5G NR base station (123) or an Evolved Packet Core (EPC) network base station (122)). The source base station (121), which is in communication with the user equipment (110), determines to handover the user equipment (110) to the target base station (123,122). The source base station (121), then determines whether to use a delta configuration or a full configuration for handing over the user equipment (110). For the full configuration, the source base station (121) either excludes the delta configuration from, or indicates use of the full configuration in, handover preparation information. By so doing, the source base station (121) enables handover of the user equipment (110) to the target base station (123,122).

Abstract: This document describes techniques and apparatuses for handling radio resource control (RRC) cell group configuration. In implementations, a base station (120) receives a first radio resource control message that requests a connection procedure between a user equipment (110) and the base station (e.g., 325, 425, 1325), such as a radio resource control resume request or a radio resource setup request. In response to receiving the first radio resource control message, the base station (120) generates a second radio resource control message that includes a cell-group-configuration information element that excludes a reconfiguration-with-sync information element (e.g., 330, 430, 1330). The base station (120) then transmits the second radio resource control message to the user equipment (110) (e.g., 335, 435, 1345). Afterward, the base station (120) receives, from the user equipment (110), a third radio resource control message that indicates the connection procedure is complete (e.g., 340, 440, 1350).

Abstract: A method for reducing transmission delays, implemented in a communication device, includes starting (502) a first timer. An expiration (504) of the first timer corresponds to a desired transmission time for a first message. The method also includes, before the expiration of the first timer, starting (504) a first channel access procedure of one or more channel access procedures, and determining (508), using the one or more channel access procedures, whether a shared carrier is available for transmission after the expiration of the first timer. The method also includes, based on whether the shared carrier is available for transmission after the expiration of the first timer (510), either transmitting (512) or not transmitting (514) the first message to another communication device via the shared carrier.

Abstract: Techniques and apparatuses are described for managing inter-radio access technology capabilities of a user equipment. A base station (gNB base station 121) receives a New Radio capability information element (information element 500) that indicates one or more core networks supported by the user equipment (UE 110). Based on the New Radio capability information element, the base station generates a measurement configuration and sends measurement configuration to the user equipment (at 1010). Afterwards, the base station receives one or more measurement results based on the measurement configuration (at 1030). The base station then determines a handover type for the user equipment (at 1105, at 1205, at 1305), and initiates the handover based on the determined handover type (at 1110, at 1210, at 1310).
