Abstract: This application provides a communication method, a terminal, and an access network device. The method includes: sending, by a terminal in an RRC inactive state, first information to a first access network device, where the first information is used to indicate that the terminal is located in a wireless network area in which the terminal is in the RRC inactive state, and the first access network device is an access network device to which a cell in which the terminal is currently located belongs; receiving, by the terminal, a first message sent by the first access network device; and remaining, by the terminal, in the RRC inactive state based on the first message, or entering an idle state from the RRC inactive state based on the first message. According to the technical solutions of this application, performance of a communications system can be improved.

A specific solution is as follows: A terminal receives, from an access network device, random access configurations corresponding to at least two uplink frequency bands, and initiates random access based on at least one of the random access configurations corresponding to the at least two uplink frequency bands. The embodiments are used for a random access process.

Abstract: A method, an apparatus, and a system for implementing data scheduling are provided. According to the application, a buffer status report (BSR) is generated when uplink data that needs to be sent exists; and by using the BSR and correspondence between a logical channel and a base station, a UE transmits the uplink data on a logical channel that corresponds to a base station, thereby avoiding a problem that data cannot be processed because a radio resource and a logical channel correspond to different base stations. Accordingly, the UE can transfer data to be uploaded to a correct base station corresponding thereto, which greatly improves efficiency of data scheduling in a mode of carrier aggregation between base stations.

Abstract: This application provides a multi-air-interface communication method and an apparatus. In the method, a mobile terminal supports a plurality of types of air interfaces. The method resolves a BSR sending problem, a PHR reporting problem, and a DRX problem in a case of a plurality of air interfaces. The method that resolves the BSR sending problem in the case of the plurality of air interfaces enables a base station to more accurately allocate a radio resource to the mobile terminal based on a BSR sent on each air interface by the mobile terminal. The method that resolves the PHR reporting problem in the case of the plurality of air interfaces enables the base station to more accurately allocate the radio resource to the mobile terminal. The method that resolves the DRX problem in the case of the plurality of air interfaces is more beneficial to power saving of the mobile terminal.

Abstract: Embodiments of the present invention provide a method for handover between secondary base stations, a network device, and user equipment. The network device instructs each of at least one candidate secondary base station to make a prior path handover preparation, so that each of the at least one candidate secondary base station waits to be selected by user equipment as a target secondary base station. The path handover preparation includes at least one of the following: preconfiguring an access resource for the user equipment or establishing a data transmission channel with the network device. The user equipment is handed over to the target secondary base station in the at least one candidate secondary base station according to configuration information of each of the at least one candidate secondary base station when the user equipment needs path handover.

Abstract: Embodiments of the present invention provide a base station, a terminal device, and a communication system for inter-base station carrier aggregation. A primary base station of the terminal sends a message including indication information to request the terminal device to report a timing offset between the primary base station and a secondary base station of the UE. The secondary base station calculates a corrected measurement gap information according to a measurement gap information and the timing offset. In a second measurement gap period indicated by the corrected measurement gap information, the terminal device is not scheduled.
