The present disclosure relates to a communication method and system for converging a 5th-Generation (5G) communication system for supporting higher data rates beyond a 4th-Generation (4G) system with a technology for Internet of Things (IoT). The present disclosure may be applied to intelligent services based on the 5G communication technology and the IoT-related technology, such as smart home, smart building, smart city, smart car, connected car, health care, digital education, smart retail, security and safety services. A signal measurement method for a terminal is provided. The signal measurement method includes receiving a signal measurement indication for high-speed movement from a base station, and measuring a signal from a first cell using a measurement scheme designed for high-speed movement based on the signal measurement indication, wherein the first cell is a primary cell (PCell).

The present invention provides a method for controlling access of a terminal if the terminal accesses from a wireless LAN network to a mobile communication network, when the mobile communication network (for example, UMTS, LTE and the like) and the wireless LAN network are linked in a wireless communication system. Furthermore, the present invention provides a method for transmitting information on connectable peripheral wireless LAN networks. Thus, the present invention can reduce a load of a network since the network can control the access of a terminal, and can reduce unnecessary power consumption and solve a connection delay problem by providing a valid wireless LAN network list to the terminal.

The method includes receiving, from a base station, a first message including bearer related information; identifying access category information based on quality of service (QoS) class identifier (QCI) information included in the bearer related information; transmitting, to the base station, a second message in response to the first message; and transmitting, to a terminal, data based on the access category information.

A method for transmitting/receiving a signal by a base station of a mobile communication system according to an embodiment of the present specification comprises the steps of: receiving, from a terminal, measurement information on neighboring base stations to the terminal; determining a higher signal transmission mode on the basis of the received measurement information; transmitting a request message to a small cell base station which has been determined on the basis of the determined mode and the measurement information; and receiving, from the small cell base station, an identifier for downlink reception and/or a cell identifier of the small cell, the identifiers being transmitted by the small cell. Embodiments of the present specification may provide an apparatus by which a terminal having high mobility can easily receive a signal from a base station and a method of controlling the same.

A neighbor cell search method and apparatus of a User Equipment (UE) is provided for performing the cell search procedure with the utilization of a Physical Cell Identity (PCI) list of PCIs used by evolved Node Bs (eNBs) for a Closed Subscriber Group (CSG) which is from an eNB in a Long Term Evolution (LTE) system. The cell search method includes selecting a cell of a base station, receiving system information including a Physical Cell Identity (PCI) list used by neighbor Closed Subscribed Group (CSG) cells of the base station, determining whether the terminal is in an any cell selection state for selecting any cell, and searching, when the terminal is in the any cell selection state, neighbor cells without application of the PCI list. The cell search method and apparatus are capable of performing the cell search procedure to appropriate eNBs, resulting in improvement of network attachment efficiency.

The present invention relates to a method for offloading traffic by means of wireless LAN in a mobile communications system and apparatus therefor, and more particularly to a method for a terminal to offload traffic at a bearer level, and to a base station communicating with the terminal. The method for a terminal to offload traffic according to the present invention includes the steps of: while performing a data communication with a base station through a bearer of a first communications network, receiving from the base station an offloading command for offloading a part of traffic to a second communications network; transmitting a report of the offloading to the base station in response to the offloading command; and performing a data communication of the partial traffic with an accessible AP through a bearer of the second communications network without releasing the bearer of the first communications network.

A Short Message Service (SMS) delivery method and apparatus is provided for delivering an SMS message efficiently by selecting a network domain to attach to according to the service provided to a Mobile Station (MS) by the mobile operator network. An SMS delivery method of the present invention includes receiving, at a network node, an Attach/Routing Area Update (RAU) Request message including a parameter indicating an attach/update type and SMS-only service, and transmitting, when SMS in a Serving General Packet Radio Service (GPRS) Support Node (SGSN) is supported at the core network node, to the mobile station an Attach Accept message including a parameter indicating that SMS in SGSN is supported. The SMS delivery method of the present invention is capable of delivering SMS message efficiently in the wireless communication system.

According to an embodiment, a method for selecting an access network at user equipment in a mobile communication system includes step of receiving, from a base station, first setting information, and step of selecting the access network based on second setting information if the second setting information is received from the base station, or selecting the access network based on the first setting information if no second setting information is received. Using the proposed method, the user equipment can reduce user's inconvenience and save battery by blocking unnecessary offloading and wireless LAN scanning, and also can improve the quality of use and immediately respond to a cell change by preventing a ping-pong phenomenon.
