Abstract: A user equipment (2) has an ability to operate according to one or more spectrum emission requirement capability values (14) in a wireless communications network having at least a first serving cell (4). A message (6) is received at the user equipment (2) from the first serving cell (4) comprising a first indicator representing a first band designation (8), a second indicator representing a spectrum emission requirement value (10), and at least one additional indicator representing at least one additional spectrum emission requirement value (12), both the first and additional indicators relating to the first band designation. The user equipment (2) performs a comparison of the first and additional spectrum emission requirement values (10, 12) with the one or more spectrum emission requirement capability values (14) and determines a behavior of the user equipment (2) in relation to the first serving cell (4) in dependence on the comparison.

The vehicle-to-everything (V2X) communication method by a terminal in a wireless communication system includes transmitting, to a base station, a first message including assistance information associated with a semi-persistent scheduling (SPS) for the V2X communication, receiving, from the base station, a second message including SPS configuration information for the V2X communication, receiving, from the base station, a third message including downlink control information (DCI) associated with activation of the SPS for the V2X communication, and transmitting, to another terminal, data based on the SPS configuration information and the DCI.

Abstract: A method and apparatus are provided for transmitting power headroom information by a terminal in a mobile communication system. The method includes receiving, by the terminal, information on an allocated uplink transmission resource; determining whether a path loss has changed more than a threshold, after transmitting last power headroom information, when the terminal has the allocated uplink transmission resource; if the path loss has changed more than the threshold when the terminal has the allocated uplink transmission resource, determining a transmission of the power headroom information; and transmitting an uplink packet including the power headroom information using the allocated uplink transmission resource. The power headroom information is obtained based on a difference between a maximum transmission power of the terminal and a transmission power of the terminal.

Abstract: A method and an apparatus for performing random access and uplink transmission of a User Equipment (UE) supporting Carrier Aggregation (CA) are provided. The method includes determining whether a Scheduling Request (SR) is pending, determining, when the SR is pending, whether an uplink transmission resource is available in a current Transmission Time Interval (TTI), determining, when the uplink transmission resource is not available, whether a Physical Uplink Control Channel (PUCCH) resource is configured for transmission of the SR, and initiating, when the PUCCH resource is not configured, a random access process in a primary cell. The random access method and apparatus of the present invention is advantageous to reduce the waste of transmission resources.
