    Abstract: An example device includes memory and one or more processors implemented in circuitry and communicatively coupled to the memory. The one or more processors are configured to receive a first slice header syntax element for a slice of the video data and determine a first value for the first slice header syntax element, the first value being indicative of whether dependent quantization is enabled. The one or more processors are configured to receive a second slice header syntax element for the slice of the video data and determine a second value for the second slice header syntax element, the second value being indicative of whether sign data hiding is enabled. The one or more processors are configured to determine whether transform skip residual coding is disabled for the slice based on the first value and the second value and decode the slice based on the determinations.

    Abstract: A video decoder may be configured to output layers of video data according to layers specified in an output layer set mode as well as based on the actual layers received in an access unit. Accordingly, the video coder may be configured to output layers actually received rather than restart a video bitstream in situations where the layers actually received do not match the layers specified in the output layer set mode. In another example, a video encoder may disable inter prediction when the sub-picture ID of a sub-picture in a currently coded picture does not match the sub-picture ID of a sub-picture in a reference picture.

    Abstract: A video coder may determine, for a transform block of video data, that at least one coefficient group, of the transform block, that comprises a non-zero transform coefficient is outside of a lowest frequency region of the transform block, wherein the at least one coefficient group is one of a plurality of coefficient groups that each comprise transform coefficients. The video coder may determine not to code a syntax element indicative of a multiple transform selection (MTS) for the transform block based at least in part on the determination of that the at least one coefficient group is outside of the lowest frequency region of the transform block. The video coder may code the video data based at least in part on the determination not to code the syntax element indicative of the multiple transform selection for the transform block.
