Abstract: Embodiments of the present invention disclose a control information sending method, a control information detection method, a base station, and user equipment. The control information sending method includes: determining, by a base station, target control information and characteristic information corresponding to the target control information, where the target control information is information for scheduling target user equipment by the base station; determining, according to a preset rule and the characteristic information from a resource block set corresponding to a target coverage level, a target resource block subset corresponding to the target control information, and selecting, from the target resource block subset, an available resource block as a target resource block; and sending the target control information using the target resource block.

Abstract: Embodiments of the present invention disclose a paging method, a core network device, a base station, and user equipment. The method includes: determining, by the core network device, reference frame information when the core network device determines that a synchronization occasion arrives, where the reference frame information includes a radio frame number; and sending, by the core network device, the reference frame information to a base station in a paging area, so that the base station synchronizes a radio frame in the base station according to the reference frame information. The embodiments of the present invention can reduce problems that UE cannot listen for a paging message.

In addition, this solution further provides a modulation system and a method for implementing higher order modulation, so that a linear result that can be modulated can be obtained by controlling a superposition ratio between transmission curves, to implement linear curve transmission.
