    Abstract: Techniques for implicitly configuring resources for radio link monitoring or beam failure detection. An example method generally includes identifying that RLM resources or BFD resources are configured implicitly by at least in part: obtaining TCI states, for PDDCH CORESETs, obtaining an indication that at least one of the TCI states is activated to become an active TCI state of the PDCCH CORESETs, identifying one or more CSI-RS resources configured in the at least one of active TCI states of the PDCCH CORESETs, and if the UE does not support RLM or BFD based on the CSI-RS or the one or more CSI-RS resources are AP or SP, determining a SS block for RLM or BFD that has a QCL relationship with the one or more CSI-RS resources of the at least one of active TCI states; and performing RLM or BFD based on the SS block.

    Abstract: Methods, systems, and devices for wireless communications are described. In some systems, a user equipment (UE) may attempt to connect to a base station using a random access procedure. During the random access procedure, the base station may transmit control information and data associated with a random access response (RAR) during an RAR window. The UE may identify a channel quality and may transmit a random access request of a first type to the base station. The base station may receive the random access request and transmit repeating instances of the control information or the data, or both, based on identifying that the random access request is of the first type. The UE may use soft-combining to increase the likelihood of successfully decoding the control information and the data associated with the RAR, and likewise may increase the likelihood of successfully receiving the RAR from the base station.

    Abstract: Methods, systems, and devices for wireless communications are described that relate to a two-step random access procedure. Generally, the described techniques allow different configurations for a first message of a random access procedure depending on a connected-state of the user equipment (UE) performing the random access procedure. A base station may transmit configuration information to the UE and the UE may use the configuration information to determine resources, coding, block size, or other factors for transmitting the first message based on the radio resource control (RRC) connected state of the UE. The UE may then monitor for a random access response from the base station based on the first message from the UE.

    Abstract: Methods, systems, and devices for wireless communications are described. In some systems, a user equipment (UE) may perform a dual active link handover procedure from a source base station to a target base station. During the dual active link handover procedure, the UE may have connections to both of the base stations concurrently. In such cases, transmission opportunities for communicating with the base stations may conflict. To handle conflicting transmission opportunities, the UE may drop a monitoring occasion or a packet reception for a base station based on prioritization rules. In some cases, to mitigate packet losses, the base station may configure re-transmissions or slot aggregation to provide the UE with additional opportunities to receive a packet. Additionally or alternatively, the UE may transmit a notification message to a base station indicating dropped monitoring occasions or packets.
