Abstract: A method of decoding is provided. The method includes receiving, by the video decoder, a video bitstream including a video parameter set (VPS) and a plurality of layers, where each layer is included in at least one output layer set (OLS) specified by the VPS; and decoding, by the video decoder, a picture from one of the plurality of layers. A method of encoding is also provided. The method of encoding includes generating, by the video encoder, a plurality of layers and a video parameter set (VPS) specifying one or more output layer sets (OLSs), wherein each layer from the plurality of layers is included in at least one of the OLSs specified by the VPS; encoding, by the video encoder, the plurality of layers and the VPS into a video bitstream; and storing, by the video encoder, the video bitstream for communication toward a video decoder.

Abstract: A video coding mechanism is disclosed. The mechanism includes receiving a bitstream comprising a current picture and a reference picture list structure comprising an inter-layer reference picture flag. The mechanism determines an entry in the reference picture list structure associated with the current picture is an inter-layer reference picture (ILRP) entry based on the inter-layer reference picture flag. The current picture is decoded based on an inter-layer reference picture indicated by the entry in the reference picture list structure when the entry is the ILRP entry. The current picture is forwarded for display as part of a decoded video sequence.

Abstract: A method of decoding a coded video bitstream implemented by a video decoder is disclosed. The method includes determining that a coded video sequence (CVS) of the coded video bitstream includes a video coding layer (VCL) network abstraction layer (NAL) unit having a gradual decoding refresh (GDR) network abstraction layer (NAL) unit type (GDR_NUT), the VCL NAL unit having the GDR_NUT containing a GDR picture; initiating decoding of the CVS at the GDR picture; and generating an image according to the CVS as decoded. A corresponding method of encoding is also disclosed.

Abstract: A video coding mechanism is disclosed. The mechanism includes receiving a sub-bitstream including: a sub-picture of a picture partitioned into a plurality of slices including a first slice, a parameter set associated with the picture and the sub-picture, and a slice header associated with the first slice. The parameter set is parsed to obtain an identifier and a length of a slice address of the first slice. A slice address for the first slice is determined from the slice header based on the identifier and the length of the slice address. The sub-bitstream is decoded to create a video sequence of sub-pictures including the first slice. The video sequence of sub-pictures is forwarded for display.

A hypothetical reference decoder (HRD) is initialized based on the BP SEI message. A HRD conformance test is performed on the bitstream using the HRD. The bitstream is stored for communication toward a decoder.

Abstract: A method for storing a coded video bitstream. The method includes obtaining the coded video bitstream and storing the coded video bitstream in at least one storage medium. The coded video bitstream includes a first reference picture list syntax structure and a second reference picture list syntax structure. Each reference picture list syntax structure contains a number of entries. A first reference picture list of a current slice and a second reference picture list of the current slice are derived based on the first reference picture list syntax structure and the second reference picture list syntax structure. The first reference picture list and the second reference picture list are derived for bitstream conformance checking instead of for decoding a current picture or pictures following the current picture in decoding order when the current slice comprises an intra (I) slice of a non-intra random access point (IRAP) picture.

The mechanism includes receiving a bitstream comprising a current picture including a plurality of video coding layer (VCL) network abstraction layer (NAL) units that do not have a same NAL unit type. Active entries of reference picture lists are obtained for slices positioned in a sub-picture A (subpicA) in subsequent pictures following the current picture in decoding order. The active entries do not refer to any reference picture preceding the current picture in decoding order when the subpicA at the current picture is associated with an intra-random access point (IRAP) NAL unit type. The subsequent pictures are decoded based on the reference picture list active entries. The subsequent pictures are forwarded for display as part of a decoded video sequence.
