    Abstract: Certain aspects of the present disclosure generally relate to wireless communication. In some aspects, a user equipment may provide information identifying a first time offset between a first time associated with a measurement performed by the user equipment and a second time associated with a measurement gap or a time value of a serving cell of the user equipment, receive information identifying a second time offset between the second time and a third time, wherein the second time offset is based at least in part on the first time offset, and/or transmit a random access message at the third time based at least in part on the second time offset. A scheduling entity may coordinate a random access procedure associated with the random access message based at least in part on the second time offset. Numerous other aspects are provided.

    Abstract: Methods, systems, and devices for wireless communication are described for event triggering and reporting with multiple reference signals. A user equipment (UE) may receive event configuration data that specifies at least one permitted combination of reference signals of different types for generating a signal quality comparison and receive a first reference signal and a second reference signal. The UE may generate signal quality comparison data based at least in part on the event configuration data, the first reference signal, and the second reference signal, and transmit a report to a base station that includes the signal quality comparison data.

    Abstract: A base station may transmit, to a user equipment (UE), an indication of parameters (e.g., thresholds) for radio link monitoring (RLM). The UE may monitor active beam pairs in accordance with the indication. In some cases, the UE may configure or may be configured (e.g., by a base station) to transmit reference signals for triggering an RLM operation based on the monitored beam pairs. After triggering, the base station may perform an RLM operation with the UE. Additionally or alternatively, a base station may configure a UE with a beam monitoring configuration that enables uplink beam monitoring. The configuration may indicate one or more active beam pairs for uplink transmissions from the UE, and the base station may perform an RLM operation on the indicated beam pairs. Based on RLM operations (e.g., joint uplink and downlink beam monitoring), beam pairs may be reestablished or newly established.

    Abstract: Methods, systems, and devices for wireless communication are described for a beam-aware handover procedure for multi-beam access systems. A source base station may determine that a handover request is to be sent to a target base station in preparation for handover of a user equipment (UE) from the source base station to the target base station, and transmit the handover request to the target base station with an indication of whether the handover is to be delayed. Alternatively or in addition to, either the target base station or the source base station may generate and transmit a time expiration indicator. The indication of whether the handover is to be delayed or the time expiration indicator may allow either the target base station or the UE to determine whether access parameters for the UE are valid.

    Abstract: Certain aspects of the present disclosure provide procedures for new radio (NR) cell measurement. According to certain aspects, a method of wireless communication by a user equipment (UE) is provided. The method generally includes receiving one or more downlink signals from a cell, wherein the cell is of a first cell type that supports a first set of functions or a second cell type that supports a second set of functions, wherein the second set of functions is different than the first set of functions; determining a cell type of the cell based on the one or more downlink signals; and communicating with the cell based on the determination.
