    Abstract: User equipment (UE) access to a non-terrestrial network (NTN) via a satellite to a Fifth Generation (5G) public land mobile network (PLMN) is supported using fixed tracking areas (TAs) and fixed cells. The fixed TAs and fixed cells are defined in the NTN independently of NTN radio cells. Network elements in the NTN are provided with configuration information for the fixed TAs and fixed cells from a server (e.g., an Operations and Maintenance (O&M) server). The configuration information includes location related information for the fixed TAs and fixed cells, which may not be standardized. The network entities perform one or more services for the UE based on the location related information for the fixed TAs and fixed cells, such as determining a fixed TA or fixed serving cell for a UE, locating the UE, routing emergency calls, and supporting wireless emergency alerting (WEA).

    Abstract: Access, mobility management and regulatory services are supported for satellite access to a Fifth Generation (5G) core network. A coverage area, e.g., country, region, multiple countries, and international areas, are divided into fixed virtual cells having well defined geographic boundaries and fixed tracking areas. Information for the virtual cells and/or tracking areas and associated with one or more public land mobile networks (PLMNs) may be provided to a user equipment (UE). The UE may obtain its position, e.g., using a satellite positioning system, and determine the serving virtual cell or tracking area in which it is located. The UE may perform registration with a serving core network in a serving PLMN associated with the serving virtual cell or tracking area. Regulatory services, such as emergency (EM) calls, lawful interception (LI), wireless emergency alerts (WEA) may be provided based on the serving virtual cell or tracking area.

The techniques include, in part, providing assistance data to a mobile device. The assistance data comprises group data that is common among the plurality of APs. The group data is associated with a group identifier (ID). The techniques further include providing the group ID and a set of AP-specific information for at least one of the plurality of APs. The group data may include information corresponding to a common grid, common location area and/or common characteristics of the APs.

    Abstract: Methods and techniques are described for supporting location services for a user equipment (UE) that is using Narrowband Internet of Things radio access or Cellular Internet of Things features to access a wireless network. The techniques include enabling support for a last known location of a UE, using previously obtained location measurements, when a UE is not reachable from a wireless network for positioning. The techniques also include limiting positioning protocol interaction between a UE and a location server via a reduced maximum message size, reduced message volume and longer response and retransmission timers. The techniques further include enabling a UE to obtain location measurements when not connected to a wireless network, enabling periodic and triggered location of a UE in which a UE evaluates location triggers while not connected to a wireless network, enabling use of deferred location and enabling improved location security.

    Abstract: Techniques are discussed herein for supporting periodic or triggered location of a user equipment (UE) using Early Data Transmission (EDT). A location server (LS), such as a 5G LMF, sends a request to a UE for periodic or triggered location and includes a request and/or criteria for using EDT. After confirming the request, the UE monitors for periodic or triggering events and, for each detected event, sends an event report to the LS which may include location information. In embodiments, the UE establishes a signaling connection with a RAN node but not with a core network to send the event report using EDT. The RAN node may then release the signaling connection, either immediately or after the LS returns a single response to the UE.
