Abstract: A method and apparatus are provided for transmitting power headroom information by a terminal in a mobile communication system. The method includes receiving, by the terminal, information on an allocated uplink transmission resource; determining whether a path loss has changed more than a threshold, after transmitting last power headroom information, when the terminal has the allocated uplink transmission resource; if the path loss has changed more than the threshold when the terminal has the allocated uplink transmission resource, determining a transmission of the power headroom information; and transmitting an uplink packet including the power headroom information using the allocated uplink transmission resource. The power headroom information is obtained based on a difference between a maximum transmission power of the terminal and a transmission power of the terminal.

A cell selection/re-selection method and an apparatus adapted thereto is provided. The cell selection method of a terminal includes: receiving, from a base station, first maximum power information, PEMAX1 and second maximum power information, PEMAX2, related to maximum transmission power levels of the terminal on the uplink; calculating a compensation parameter, Pcompensation, related to uplink transmission power of the terminal, using the first maximum power information and the second maximum power information; calculating a cell selection reception level value, Srxlev, using the compensation parameter; and selecting a cell based on the calculated cell selection reception level value.

Abstract: A random access method and an apparatus of a terminal for performing random access procedure to multiple base stations in parallel in a Long Term Evolution (LTE) system supporting dual connectivity are provided. The method includes determining whether a first preamble transmission to a first cell of a first base station is overlapped with a second preamble transmission to a second cell of a second base station in a time domain, determining, when the first preamble transmission is overlapped with the second preamble transmission in the time domain, whether a sum of transmit powers calculated for the first and second preamble transmissions is greater than a maximum allowed transmit power of the terminal, and controlling, when the sum of the first and second preamble transmit powers is greater than the maximum allowed transmit power, the transmit power calculated for the second preamble transmission.

Abstract: A transmission control method for HARQ is provided for improving HARQ performance in a mobile communication system.
