    Abstract: A video decoding device receives a bitstream including a prediction block and a residual block with coefficients transformed by a Spatial Varying Transform (SVT). The video decoding device determines a type of SVT employed to transform the coefficients in the residual block and determines a position of the SVT relative to the residual block by determining a candidate position step size and a position index for the SVT. The video decoding device applies an inverse transform to the coefficients based on the SVT type and position to create a reconstructed residual block. The video decoding device applies the reconstructed residual block to the prediction block to reconstruct a video block and reconstructs a video sequence for display, the video sequence including a video frame that includes the reconstructed video block.

    Abstract: A decoder including a receiver and a processor is disclosed. The receiver is configured to receive an encoded bitstream containing a motion vector (MV) candidate index for a current block. The processor is coupled to the receiver, and configured to obtain precisions of candidate motion vectors (MVs) corresponding to neighboring blocks of the current block, perform first rounding of the precisions based on a rounding scheme, perform second rounding of the candidate MVs based on the first rounding, perform pruning of the candidate MVs, generate a candidate list based on the second rounding and the pruning, and select one of the candidate MVs from the candidate list for decoding the current block based on the MV candidate index.

    Abstract: An image prediction method and apparatus includes obtaining predicted motion information of an image block; determining an initial predicted block of the image block according to the predicted motion information and a reference image of the image block; performing, according to the predicted motion information, L iterative searches in the reference image using an integer pixel step size to obtain an intermediate predicted block of the image block; performing a single search in the reference image using a fractional pixel step size to obtain M predicted blocks of the image block; determining a target predicted block of the image block according to the M predicted blocks and the intermediate predicted block; and obtaining a predicted value of a pixel value of the image block according to a pixel value of the target predicted block.

    Abstract: This application provides a method for determining a coding tree node split mode and a coding device. The method includes the step of determining a non-split based coding cost for coding a current image area corresponding to the current node and determining a binary tree split based coding cost for coding the current image area. The method further includes determining, based on the non-split based coding cost and the binary tree split based coding cost, whether a triple tree split based coding cost for coding the current image area needs to be obtained. If the triple tree split based coding cost needs to be obtained, a triple tree split is performed on the current node. The method then determines a split mode of the current node that corresponds to a minimum coding cost.
