Abstract: A device generates a file that stores coded samples that contain coded pictures of the video data. The file also includes a sample entry that includes an element that indicates whether all sequence parameter sets (SPSs) that are activated when a stream to which the sample entry applies is decoded have syntax elements that indicate that temporal sub-layer up-switching to any higher temporal sub-layer can be performed at any sample associated with the SPSs. The same or different device determines, based on the element in the sample entry, that all SPSs that are activated when the stream to which the sample entry applies is decoded have syntax elements that indicate that temporal sub-layer up-switching to any higher temporal sub-layer can be performed at any sample associated with the SPSs.

Abstract: A video coder may reconstruct a current picture of video data. A current region of the current picture is associated with a temporal index indicating a temporal layer to which the current region belongs. Furthermore, for each respective array of a plurality of arrays that correspond to different temporal layers, the video coder may store, in the respective array, sets of adaptive loop filtering (ALF) parameters used in applying ALF filters to samples of regions of pictures of the video data that are decoded prior to the current region and that are in the temporal layer corresponding to the respective array or a lower temporal layer than the temporal layer corresponding to the respective array. The video coder determines, based on a selected set of ALF parameters in the array corresponding to the temporal layer to which the current region belongs, an applicable set of ALF parameters.

Abstract: Techniques described herein are related to coding layer identifiers for operation points in video coding. In one example, a method of decoding video data is provided. The method comprises decoding syntax elements in a video parameter set (VPS) within a conforming bitstream indicating a first operation point having a first set of content. The method further comprises decoding, if present, syntax elements in the VPS within the conforming bitstream indicating hypothetical reference decoder (HRD) parameter information having a second set of content for the first operation point, wherein the conforming bitstream does not include syntax elements in the VPS that duplicate at least one of the first or second set of content for a second operation point, and wherein decoding syntax elements comprises decoding the syntax elements indicating the first operation point and the HRD parameter information only within conforming bitstreams.

Abstract: In an example, a method of decoding video data includes decoding data that indicates a picture order count (POC) reset for a POC value of a first picture of a first received layer of multi-layer video data, where the first picture is included in an access unit. The method also includes, based on the data that indicates the POC reset for the POC value of the first picture and prior to decoding the first picture, outputting all pictures stored in a decoded picture buffer (DPB) that precede the first picture in coding order and that are not included in the access unit.

For example, a method of encoding video data includes generating an encoded video bitstream comprising multiple layers. The encoded video bitstream includes a video parameter set defining parameters of the encoded video bitstream. The video parameter set includes video usability information. The method further includes determining whether timing information is signaled in the video usability information of the video parameter set. The method further includes determining whether to signal hypothetical reference decoder parameters in the video usability information of the video parameter set based on whether timing information is signaled in the video usability information.

Abstract: An apparatus for coding video information according to certain aspects includes a memory unit configured to store video information associated with a plurality of layers and a processor. The processor is configured to obtain information associated with a current access unit (AU) to be coded, the current AU containing pictures from one or more layers of the plurality of layers. The processor is also configured to reset a picture order count (POC) of a layer included in the current AU via (1) resetting only a most significant bit (MSB) of the POC or (2) resetting both the MSB of the POC and a least significant (LSB) of the POC. The processor is further configured to, for pictures in one or more AUs subsequent to the current AU in decoding order: set a value of a first flag indicative whether a reset of the POC is a full reset.
