    Abstract: A method for a User Equipment (UE) in a wireless communication system, the includes transmitting, by the UE which is outside of coverage, a first message for registration to a first cell on a selected first Public Land Mobile Network (PLMN), wherein the first PLMN which is not included in a list related to forbidden PLMNs; receiving, by the UE, a second message related to registration failure with the first PLMN; selecting, by the UE, a second PLMN; and transmitting, by the UE, a third message for registration to a second cell on the selected second PLMN, wherein zero or more PLMNs, which are included in the list related to forbidden PLMNs, are excluded in a selection of the second PLMN, and wherein the first PLMN with which the registration has failed is further excluded in the selection of the second PLMN, although the first PLMN is not included in the list related to forbidden PLMNs.

    Abstract: Provided is a method for a wireless device for transmitting an RRC message according to one disclosure of the present specification. The method may comprise a step for an NAS stratum of the wireless device transmitting an NAS signaling request message to an AS layer to transmit the former to a network node. The NAS signaling request message can comprise therein an indication of one or both preferred or required plans from among the plans for optimizing the EPS for CIoT using a control plane (CP) or a user plane (UP). The method may comprise a step for the NAS stratum of the wireless device receiving, from the AS stratum, an NAS signaling acceptance message or NAS signaling rejection message from the network node.

    Abstract: A disclosure of the present specification provides a network access blocking method performed by a user equipment. The method may comprise the steps of: receiving application specific congestion control for data communication (ACDC) blocking information and access class barring (ACB) blocking information; determining the category of an application being executed according to a network access attempt by the application; performing an ACDC blocking check on the basis of the determined category and the received ACDC blocking information. Here, when the network access attempt by the application is not blocked as a result of the ACDC blocking check, an ACB blocking check on the basis of the ACB blocking information may be skipped.

    Abstract: A disclosure of the present specification provides a method for transmitting a radio resource control (RRC) message by a wireless device. The method may comprise the steps of: acquiring, by an access stratum (AS) layer of a wireless device, at least one of the value and indication of an RRC establishment cause field from a non-access stratum (NAS) layer which requests transmission of an NAS signaling request message; transmitting, to a base station, an RRC connection request message including the at least one of the value and indication of the RRC establishment cause field; and when the at least one of the value and indication of the RRC establishment cause field is set to a value, which indicates that the NAS signaling request message includes user data, according to an optimization scheme through a control plane (CP), if a network is in an overload state, receiving an RRC connection rejection message or an RRC connection release request message from the base station.
