    Abstract: Certain aspects of the present disclosure are directed to techniques for hybrid automatic repeat request (HARQ) codebook design. For example, a user equipment (UE) configured for feedback processing may comprise a memory and a processor configured to receive, from a base station (BS), a first indication of a first feedback process type for providing feedback to the BS for a plurality of feedback processes of the UE. The memory and the processor may also be configured to receive one or more first downlink transmissions from the BS associated with at least one feedback process of the plurality of feedback processes. The memory and the processor may also be configured to transmit feedback or withhold transmission of feedback to the BS regarding decoding of the one or more first downlink transmissions according to the first feedback process type.

    Abstract: Methods, systems, and devices for wireless communications are described. In some networks, a user equipment (UE) may perform radio link monitoring according to one or more radio link monitoring configurations. The UE may select a radio link monitoring configuration from a first radio link monitoring configuration associated with radio link monitoring over a duration that a hybrid automatic repeat request (HARQ) process is enabled and a second radio link monitoring configuration associated with radio link monitoring over a duration that the HARQ process is disabled. The UE may monitor reference signals using the selected radio link monitoring configuration, and may determine a radio link failure, a beam failure, or both has occurred based on monitoring the one or more reference signals using the selected radio link monitoring configuration. The UE may subsequently transmit a measurement report based on determining the radio link failure, the beam failure, or both.

    Abstract: Methods, systems, and devices for wireless communications are described for allocating additional random access channel (RACH) resources. A user equipment (UE) may transmit a random access request to a base station. The base station may respond to the random access request with a random access response or other signaling that indicates additional RACH resources for a second random access request. The UE may select a resource from the additional RACH resources to transmit the second random access request. The network may also configure additional RACH resources for peak times and may indicate the additional RACH resources to the UE. The UE may select a resource from the additional RACH resources or baseline RACH resources and may use the selected resource to transmit a random access request.

    Abstract: Methods, systems, and devices for wireless communication are described. Generally, the described techniques provide for efficiently facilitating acknowledgment (ACK) or negative acknowledgment (NACK) feedback from a user equipment (UE) for a set of transport blocks in one or more multicast transmissions from a base station. The UE may determine control channel resources for transmitting the ACK/NACK feedback, and each respective control channel resource may correspond to a distinct subset of the set of transport blocks. Once the UE determines a subset of transport blocks that the UE failed to decode (such as at least one transport block), the UE may determine a respective control channel resource that corresponds to the at least one transport block that the UE failed to decode. The UE may transmit ACK/NACK feedback on the respective control channel resource, which, in some examples, may indicate that the UE failed to decode the subset of transport blocks.

The described techniques may provide for efficiently triggering a handover at a user equipment (UE) from a source cell to a target cell. The UE may receive, at a first time period, a first control message including a configuration of a target cell to use at a second time period for performing a handover procedure from a source cell to a target cell. The UE may then receive, at the second time period, a second control message triggering the UE to perform the handover procedure from the source cell to the target cell. The UE may use the configuration of the target cell received in the first control message to perform a handover procedure from the source cell to the target cell at the second time period in response to receiving the second control message.

    Abstract: Methods, systems, and devices for wireless communications are described. A user equipment (UE) and a base station may communicate in a wireless communications system. The UE may receive first control signaling indicating a first radio network temporary identifier (RNTI) and a first feedback process identifier, where the first RNTI indicates scheduling of a unicast downlink transmission. The UE may also receive second control signaling indicating a second RNTI and a second feedback process identifier, where the second RNTI indicates scheduling of a multicast downlink transmission. The UE may manage a hybrid automatic repeat request (HARM) process at the UE associated with the unicast downlink transmission and the multicast downlink transmission based on the first RNTI, the first feedback process identifier, the second RNTI, and the second feedback process identifier. The UE may also simultaneously process multicast downlink transmission and broadcast signaling.

    Abstract: Methods, systems, and devices for wireless communications are described. In some non-terrestrial networks, the movement of satellites may result in the movement of cell coverage. A user equipment (UE) may experience changing cell coverage due to the movement of cell coverage, even if the UE is stationary. A UE may be configured to determine a cell is serving two or more earth-fixed tracking areas, determine whether to monitor paging resources of a first earth-fixed tracking area or a second earth-fixed tracking area, and monitor the selected paging resources. In some aspects, the UE may determine that a cell serves two or more earth-fixed tracking areas based on a received control message including multiple tracking area indicators. In some aspects, the UE may determine which paging resources to monitor based on a geographic position of the UE.
