    Abstract: Certain aspects of the present disclosure are directed to a method for wireless communication. The method generally includes receiving a message for dual-active-protocol stack (DAPs) handover (HO) from a source network entity to a target network entity, wherein carrier-aggregation (CA) is configured with the source network entity prior to reception of the message for HO, deactivating the CA in response to reception of the message for handover (HO) to activate a single carrier mode with the source network entity, and performing the HO from the source network entity to the target network entity during a HO period, wherein the single carrier mode is maintained with the source network entity during at least a portion of the HO period, and wherein connection with the target network entity is maintained during the at least the portion of the HO period.

    Abstract: Methods, systems, and devices for wireless communications are described. A base station may transmit multiple repetitions of a paging early indication (PEI) signal to a user equipment (UE) to indicate that the UE is to receive paging signaling in a paging occasion. In some cases, a PEI occasion for transmitting a PEI repetition may have a scheduling conflict. For example, a PEI occasion may collide with other downlink signaling. A UE may implement techniques to resolve scheduling conflicts or collisions for PEI repetitions. For example, the UE may be configured to receive either colliding PEI signaling or colliding downlink signaling based on priorities of the signaling. Additionally, or alternatively, PEI signaling may be shifted (e.g., delayed) until after the downlink signaling ends. In some cases, a UE may be configured with a subset of blind decoding hypotheses for PEI decoding.

    Abstract: Methods, systems, and devices for wireless communications are described. In some systems, a user equipment (UE) may attempt to connect to a base station using a random access procedure. During the random access procedure, the base station may transmit control information associated with a random access response (RAR) during a RAR window. The UE may attempt to receive a single instance of the control information and, in some cases, may be unable to receive and decode the single instance of the control information. The base station may configure one or more RAR windows (or segment(s) thereof) to support transmitting repeating instances of the control information and/or RAR. The UE may identify a quantity of instances of the repeated control information and combine the instances. The UE may successfully decode the combined instances of control information and identify a location for receiving the RAR.

A user equipment (UE) may receive an indication of a transmission power for a synchronization signal block (SSB) transmission by a base station, the indicated transmission power different than a default transmission power for SSB transmissions by the base station.     Abstract: Methods, systems, and devices for wireless communication are described. Devices may synchronize parameters associated with an encryption key to avoid a key mismatch. In a first example, a transmitter and a receiver may each update a respective parameter at each transmission occasion associated with semi-statically allocated resources, regardless of whether signaling is transmitted in the transmission occasion. In a second example, the transmitter and the receiver may each update the respective parameter based on a slot count, rather than at each transmission occasion. In a third example, the transmitter may indicate a value of a transmitter parameter to the receiver, for example in control signaling or in the signaling in each transmission occasion. In a fourth example, the receiver may be enabled to identify a skipped transmission occasion The receiver may be enabled with a feedback process to indicate the receiver recognized the associated transmission occasion was skipped.
