Abstract: A user equipment (UE) operates in a network. The UE receives, from the network, a paging area comprising a plurality of cells of the network. When the UE is in one of a radio resource control (RRC) inactive state or RRC idle state with respect to the network, the UE transmits a message to a first cell of the paging area based on the UE moving into a first coverage area of the first cell from a second coverage area of a second cell of the paging area. The UE then monitors the first cell for a page from the network.

Abstract: Performing a UE-triggered lower layer-based handover may include performing measurements of source gNB CSI-RS samples associated with a source gNB. Abstract: Some embodiments include an apparatus, method, and computer program product for public land mobile network (PLMN) selection for disaster roaming in a 5G wireless communications system. A user equipment (UE) can receive two or more messages that disaster roaming service is offered by two or more forbidden public land mobile networks (PLMNs) of a forbidden PLMN list of the UE. The UE can select a first forbidden PLMN of the two or more forbidden PLMNs, where the first forbidden PLMN corresponds to a highest priority PLMN of a preferred PLMN list of the UE, and establish communications, via the transceiver, with the first forbidden PLMN. Some embodiments include designating a forbidden PLMN as offering a disaster roaming PLMN for manual selection.
