Abstract: Techniques are described for power conservation in emergency broadcast message reception in a wireless communications system. In accordance with a method for conserving power, one or more segments of an emergency broadcast message in an access stratum are received. The emergency broadcast message is identified as a duplicate emergency broadcast message based at least in part on one or more identifiers of the received one or more segments. The receipt of additional segments of the emergency broadcast message is terminated.

Abstract: In an aspect of the disclosure, a method, a computer-readable medium, and an apparatus are provided. The apparatus may receive a priority list associated with preferred radio frequencies from a serving base station. In certain aspects, each radio frequency of the preferred radio frequencies associated with a first set of base station may operate on a first RAT. In certain other aspects, the apparatus may determine if the UE is able to reselect to the first RAT. In certain other aspects, the apparatus may perform a rank-based cell reselection procedure based on signal strength when the UE is unable to reselect to the first RAT.

Abstract: Various methods for performing public land mobile network (PLMN) searches on a mobile communication device may include obtaining information about one or more radio access technologies (RATs) for which network coverage is allowed by a network operator of a home PLMN (HPLMN) of the mobile communication device, selecting one of the one or more allowed RATs, conducting a PLMN search on the selected RAT, and determining whether there are available PLMNs on the selected RAT based on the PLMN search. In some examples, the information about one or more RATs for which network coverage is allowed by the network operator may be stored in a universal subscriber identity module (USIM) on the mobile communication device. In such example, the information may be stored in one or more PLMN selector lists on the USIM.

Abstract: To leverage the potential advantages of configuring an LTE radio access technology (RAT) to acquire services in a CSFB mode, methods implemented in a mobile communication device (e.g., a simultaneous GSM/LTE+GSM communication device) determine whether an available network is capable of supporting circuit-switch fallback (CSFB) operations for the LTE RAT and configure the LTE RAT to acquire services in either a CSFB mode or an SGLTE mode based on the network's capabilities.
