The common service device (20) includes: an authentication unit (21) that performs authentication for a first application server by using a distribution request message transmitted from a first application server included in the plurality of application servers (40) via a first interface commonly set among the plurality of application servers (40); and a communication unit (22) that selects a first distribution network for which broadcast distribution is requested from among the plurality of distribution networks (30) based on the distribution request message, and transmits a broadcast distribution request message to the selected first distribution network.
