Provided are methods and apparatuses for encoding and decoding a bit stream in a multilayer video system in which a base layer and a higher layer use different codecs. The decoding method includes: receiving a bit stream including a higher-layer stream and a base-layer stream, the higher-layer stream including at least one of an identifier for identifying a codec for the higher-layer stream, information indicating features of the higher-layer stream, and information indicating a relationship between the higher-layer stream and a lower-layer stream; demultiplexing the higher-layer stream and the base-layer stream from the bit stream; decoding the base-layer stream; and decoding the higher-layer stream based on the identifier and the information indicating the features of the higher-layer stream.

A method and apparatus for enhancing and improving image quality are provided. The method includes separating an input image into at least one low frequency component and at least one high frequency component; modulating the low frequency components in a block unit by dithering; modulating the high frequency components by sampling; and combining the modulated low frequency components and the modulated high frequency components.

In a method of comparing a query video and a target video, frames of the query video and frames of the target video arc partitioned into blocks. The mean intensity value is calculated for each block. Minima and maxima values are extracted from temporal changes of the mean intensity values for each block. Inclines and declines are obtained from the minima and maxima values. The inclines and declines are used in determining if alignment exists between the query video and the target video.

This disclosure describes scalable video coding techniques. In particular, the techniques may be used to encode refinements of a video block for enhancement layer bit streams in a single coding pass, thereby reducing coding complexity, coding delay and memory requirements. In some instances, the techniques encode each nonzero coefficient of a coefficient vector of the enhancement layer without knowledge of any subsequent coefficients. Coding the enhancement layer in a single pass may eliminate the need to perform a first pass to analyze the coefficient vector and a second pass for coding the coefficient vector based on the analysis.
