The method includes: determining a physical-layer priority mapping rule; and determining a physical-layer priority or physical-layer priority count value of a first terminal according to the physical-layer priority mapping rule; where the physical-layer priority or the physical-layer priority count value is used for determining a transmission resource for the first terminal.

An exemplary method includes determining, according to at least one of a frequency domain resource of SCI and frequency domain resource indication information carried by the SCI, a frequency domain resource of a target resource indicated by the SCI.
