A method and an apparatus are provided for receiving resource allocation information by a user equipment (UE) in a wireless communication system. Channel state information (CSI) is transmitted to a first base station. The resource allocation information indicating resources for a first zone to the UE is received from the first base station, when the UE enters the first zone among a plurality of zones within a cell coverage of the first base station. Additional resource allocation information indicating additional resources for a second zone are received from a second base station, if it is estimated that the UE might enter the second zone among the plurality of zones based on a status of the second zone and a moving direction of the UE. The additional resources are received in response to a message, transmitted from the first base station, to the second base station, requesting the additional resources.

A 5th-Generation (5G) or pre-5G communication system to support a higher data rate beyond a 4th-Generation (4G) communication system such as long term evolution (LTE) is provided. The method for operating resources by a device included in a first network among a plurality of networks in a wireless communication system where the plurality of networks overlap includes transmitting, to terminals included in the first network, at least one of a beacon signal and a request signal requesting resource allocation information related to adjacent devices respectively included in networks adjacent to the first network, receiving the resource allocation information related to the adjacent devices from the terminals, and reserving a resource to be used for communication based on the received resource allocation information related to the adjacent devices.

A method and system for providing data communication for machine type communication (MTC) devices based wireless communication. The method comprises selecting at least one cluster head for a plurality of clusters, receiving by the cluster head a data traffic transfer request from the one or more MTC devices determining availability of a network resources for transferring the data traffic, establishing a dedicated connection with a base station for transferring the data traffic from the MTC devices to the base station through the connection established between the cluster head and the base station. The data traffic transfer request comprises one of an activation status, a buffer occupancy status and a delay tolerance of the one or more MTC devices.
