    Abstract: Various communication systems may benefit from ways of communicating in the absence of a centralized authority. For example, certain wireless communication systems may benefit from victim to victim communication using over-the-top (OTT) identities in a disaster device-to- device (D2D) scenario. A method can include authenticating with an authentication server of an over-the-top service. The method can also include storing an identity certificate upon receiving the identity certificate from an identity server of the over-the-top service. The identity certificate can be configured to provide credentials of the over-the-top service when a centralized authentication authority of the over-the-top service is unavailable.
