Abstract: A communications apparatus and method for camping on a serving cell. The apparatus includes a radio frequency (RF) signal processing device, processing a plurality of RF signals to generate a plurality of baseband signals, a baseband signal processing device, processing the baseband signals, and a processor, measuring a signal quality or power of the serving cell and determining whether a first predetermined threshold value related to cell reselection of the serving cell is greater than a second predetermined threshold value related to cell reselection of a predetermined neighbor cell. When the first predetermined threshold value is greater than the second predetermined threshold value, the processor further determines whether the signal quality or power of the serving cell is greater than the second predetermined threshold value. Also, at times, the processor further determines whether to perform cell measurement on the predetermined neighbor cell.
