A group forming unit acquires position information of a subject that is a user or a terminal device, and forms a group including a plurality of subjects on the basis of time series data of the position information pertaining to the plurality of subjects. A point calculator calculates, on the basis of the time series data of the position information, a characteristic action amount indicating the degree of being matched with a predetermined action pattern in which influence of a subject in the group is high, for each of the plurality of subjects included in the group formed in the group forming unit, and calculates a point for each of the subjects on the basis of the characteristic action amount. An item selector selects an item to be presented to the group such that a subject having a high point calculated in the point calculator is prioritized.

In a business wireless system, a group including a plurality of terminal devices is formed and communication is performed by using at least one base station device to assign a channel to each group. A transmission unit uses a channel assigned by the base station device to a first group for transmission. An authentication processing unit authenticates a user using the terminal device. A selection unit selects one of a second group that only the terminal devices for which the authentication process is completed can subscribe to, and the first group, when the authentication process is completed. When the second group is selected, the transmission unit the channel assigned by the base station device to the second group for transmission.

A plurality of groups each including a plurality of terminal devices are formed, and each of a plurality of base station devices assigns a channel to each group to enable communication from one of the terminal devices included in the group to which the channel is assigned to another terminal device included in the group, and a receiving unit receives information on the number of terminal devices included in the groups registered in each base station device.
