Abstract: A method includes determining a network that can be monitored by a terminal as a to-be-assessed network. The method includes determining whether an absolute value of a signal-energy-value change speed of the to-be-assessed network is greater than a preset speed threshold, where the preset speed threshold is greater than 0. The method includes shortening an energy assessment period when the absolute value of the signal-energy-value change speed is greater than the preset speed threshold. The method includes performing signal energy assessment on the to-be-assessed network by using the shortened energy assessment period.
